Conille has been UNICEF's regional director for Latin America and the Caribbean since January 2023 and previously served as Haiti's prime minister from October 2011 to May 2012 under then President Michel Martelly. He replaces Michel Patrick Boisvert, who was named interim prime minister after Ariel Henry resigned via letter in late April. CNN —Haiti’s Transitional Presidential Council has tapped former Prime Minister Garry Conille to return to the position during the government’s transition period, council president Edgard Leblanc Fils said Tuesday. Conille briefly served as prime minister from 2011 to 2012 during the presidency of Michel Martelly. His appointment is a key step in the reconstruction of Haiti’s government, following the ouster of former Prime Minister Ariel Henry earlier this year. The new prime minister and the nine-member council must also select a cabinet and eventually lead Haiti to new elections. That foreign mission, led by Kenya, is now expected to arrive sometime in June.

The move comes a month after Haitian Prime Minister Ariel Henry announced he would step down once the council is inaugurated and names a new prime minister and cabinet. The council, composed of seven voting members and two non-voting observers, is tasked with choosing and appointing a new prime minister as well as an “impartial” electoral council, the decree reads. “The establishment of the nine-member broad-based, politically inclusive Council signals the possibility of a new beginning for Haiti,” the statement read. The bank, majority owned by the government of Dubai, made a profit of 3.9 billion dirhams in the fourth quarter, up 94% from a year earlier. Higher interest rates and increased transaction volumes supported a 36% jump in 2022 total income to 32.5 billion dirhams, boosting profit. Total assets grew 8% to 742 billion dirhams.
